Public Comments – The Colrain Select Board encourages citizens to attend its meetings and welcomes their views on pertinent subjects. Anyone may comment for up to two minutes during the Public Comment portion of the agenda regarding an issue that is not on the agenda. However, given that no public notice of the topic has been provided, the Select Board will not engage in discussion. The Select Board will give your issue appropriate consideration. Additional comments during agenda items may be allowed at the discretion of the Chair.

4:30 p.m. Tax Classification Hearing

The Select Board will hold a public hearing on Tuesday, November 12, 2024, at 4:30 p.m. at Colrain Central School, 22 Jacksonville Road, Colrain MA to determine the percentages of tax levy to be borne by each class of real and personal property, for the Town of Colrain and the Colrain Fire District, Fiscal Year 2025, per MGL c. 40, s.56, as amended. Colrain residents are welcome to attend this hearing and to present any oral or written comments on the matter. In the event a taxpayer is unable to attend, written comments may be submitted directly to the Select Board office.

6:00 p.m. Public Hearing – Joint Petition for Pole Locations

The Select Board will hold a public hearing (a.k.a. Pole Hearing) pursuant to M.G.L. c166, §22 and any additions thereto or amendments thereof, at Colrain Central School, 22 Jacksonville Road, Colrain, MA on Tuesday, November 12, 2024 at 6 p.m., as described below:

Location: West Leyden Road, North Green River Road and Avery Hill Road

To install a total of fifty-one (51) jointly owned mid-span poles and two (2) stub poles along the above roads, as detailed in the attached sketch.

The stub poles are Pole #62/305 and #62/SMlS shown on pages 5 and 11, respectively. Please note existing poles are represented with a black triangle and proposed new poles are represented with a red triangle.

Reason: This project is to reconductor from single phase to three phase along with converting from 8.32 kV to 13.8 kV. In addition, span distances between poles will be reduced, as needed, to bring them into current standards. This project will also increase reliability.

1 On July 16, 2022, Lt. Governor Polito, as Acting Governor, signed into law An Act Extending Certain COVID-19 Measures Adopted During the State of Emergency. Chapter 2 of the Acts of 2023 authorized a further extension – until March 31, 2025 – of the remote meeting provisions established by the initial March 12, 2020 Executive Order Suspending Certain Provisions of the Open Meeting Law. Section (1) of the executive order allowing public access through adequate, alternative means is independent from Section (2), which allows members of the public body to participate remotely. The public body may conduct its proceedings under the relief provided in section (1) or (2) or both.
